Conditional formatting Blank Cells

I am creating a spreadsheet in Excel 2010 that keeps track of when invoices are received.
I have several invoices from about 10 companies that come in on a monthly basis.
I need to be able to create a warning system that lets me know if a cell is blank,
I haven't received an invoice for it.
I also want this system to monitor the progress in terms of, okay (green), warning (yellow), missed (red).
I have tried several 'IF' and 'NOW', and 'AND' statements, but the formatting is inconsistent.

Each month, my invoices should be received by the 1st of the month.
How do I create a green if the cell is blank, and it's ten days or less after the 1st of the month? Yellow if the cell is blank, and it's between 11-21 days into the month? And red if the
cell is still blank, and more than 22 days have passed since the 1st of the month? (I used a Table instead of my spreadsheet sample because I wanted to give a visual, and saw no upload button).

Try this
1.
In the Conditional formatting formula bar of cell B2, enter this formula
=AND(B2="",TODAY()>(B$1+21))
Click on Format and choose the Red Fill colour
2.
In the Conditional formatting formula bar of cell B2, enter this formula
=AND(B2="",TODAY()>(B$1+10),TODAY()<=(B$1+21))
Click on Format and choose the Yellow Fill colour
3.
In the Conditional formatting formula bar of cell B2, enter this formula
=AND(B2="",TODAY()<=(B$1+10))
Click on Format and choose the Green Fill colour
