Every time i open the Download folder this message keeps popping up:

i have subfolders in the download folder and they work just fine.

Are you using any internet download manager application?
Method 1.
Let us run the SFC scan and verify it prevents this error to occur.
Use the System File Checker tool (SFC.exe) to determine which file is causing the issue, and then replace the file.
To do this, follow these steps: 
a.
Open an elevated command prompt.
To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
If you are prompted for an administrator password or for a confirmation, type the password,
or click Allow.
b.
Type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.

Method 2.
This dll files is associated with Visual Basic 2005.
Most probably with another program they are associated.
I would ask you to check in safe mode if the issue exists.
And we can perform the clean boot troubleshooting to check with which program this is
associated and we can uninstall and re-install the program.
Step A.
a.
Restart your computer.
b.
When the computer starts you will see your computer's hardware being listed.
When you see this information gently tap the F8 key on your keyboard repeatedly until you are presented with the Windows 7 Advanced Boot Options screen.
c.
Using the arrow keys, select the Safe Mode option you want.
d.
Then press the enter key on your keyboard to boot into Windows 7 Safe Mode.
e.
When Windows starts you will be at a typical logon screen.
Logon to your computer and Windows 7 will enter Safe mode.
f.
Do whatever tasks you require, and when you are done, reboot to go back into normal mode.
 
Step B.
If it works fine in safe mode try performing a clean boot to find the root cause.

Note: When the troubleshooting is over do not forget to reset the computer to normal startup.

Manually editing the Windows registry to fix Error APPCRASH, Exception c0000005, 0a9e

Caution: Unless you an advanced PC user, we DO NOT recommend editing the Windows registry manually. Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows. We do not guarantee that problems resulting from the incorrect use of Registry Editor can be solved. Use Registry Editor at your own risk.

  • Click the Start button.
  • Type "command" in the search box... DO NOT hit ENTER yet!
  • While holding CTRL-Shift on your keyboard, hit ENTER.
  • You will be prompted with a permission dialog box.
  • Click Yes.
  • A black box will open with a blinking cursor.
  • Type "regedit" and hit ENTER.
  • In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
  • From the File menu, choose Export.
  • In the Save In list, select the folder where you want to save the Windows Operating System backup key.
  • In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
  • In the Export Range box, be sure that "Selected branch" is selected.
  • Click Save.
  • The file is then saved with a .reg file extension.
  • You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
