Any Host file but minimum causes CPU usage of 100% with SVChost using 75+%

I have a AMD Athlon 2800 running at 1.5 Ghz with 2GB memory.  When I put any hosts file in usage except the bare minimum one that comes with Win7 the CPU usage goes up to 100%, SVC host for networking is using 75+% of it and I can not get on the internet. 
The services associated with this SVC are: Cryptographic Services (Crypserv, PID 1396), DNS Client (Dnscache, PID 1396), and Workstation (Lanman Workstation, PID 1396).  This only happens if I use any hosts file that blocks bad websites.   It does not occur
when I use a blank hosts with only local computer in it.
