Original Title - Why are my application icons sometimes not working?
So here's my situation. 

I recently upgraded to Windows 7 from Vista, and have myself set up with a new Solid State boot drive (with Windows installed) and a hard disk where I keep music/pictures/documents/etc.
Since this upgrade, however, I will infrequently encounter an error where,
for what seems to be no reason at all, the programs on my computer will not start. 

I have several programs pinned to my taskbar - World of Warcraft, Google Chrome, iTunes, etc.
Upon clicking on the icons, they'll light up, as if attempting to start, and then fade without anything happening.
If I go into my Task Manager, I'll find that processes
have started for each of those times I tried to start a program, but the applications themselves don't launch. 

This may be related, though I'm not entirely sure - I've been having this specific problem all the time, regardless of whether or not my icons are 'working': if I try to right-click on any program's icon in my start menu, Explorer will crash/restart.
Today
when this happened, I received the following error when trying to open any of the aforementioned pinned programs after the crash:

"The remote procedure call failed and did not execute."

As I said before, this problem in infrequent, and seems to happen nearly at random.
Some days I'll boot up my computer and have zero issues, and things will go on without issue for the better part of the week, but some days it will persist through multiple
restarts until I eventually get a restart where it's not happening.

I was originally concerned that a faulty SSD might be to blame, but I've been told by others that it may be something else entirely causing the issue.
