Cannot download account info from bank site without getting a pop-up bar, even though it is on my safe list - Internet Explorer has blocked this site from downloading...

When I try to download my account information from my bank site, I always get a yellow bar saying "to help protect your security,  IE has blocked this site from downloading files to your compputer."  I have this site on my safe list and have gone through
everything I can find to try to get IE to stop blocking this site, but I can't seem to find the right formula.  Any suggestions?

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. 1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
2. Now Type or Copy paste "DISM.exe /Online /Cleanup-image /Scanhealth" and hit Enter,
3. Now again Type or Copy paste this "DISM.exe /Online /Cleanup-image /Restorehealth" and hit Enter.
4. Close the Command Prompt Window because we are done.
