Cannot open email attachments or any web links in email.

I'm running Vista Home SP2 oulook 2007 SP2.
After installing IE8 I can't open any email attachments or any links on any emails even the ones in my trusted sites in Outlook.
I have set the default to Outlook and that has not worked.
I get this message, This
operation has been canceled due to restrictions in effect on this computor.
Please contact your system administractor.
I'm the administrator on this machine, I'm also running Norton Internet Security 2009.
I have all the same programs installed at my work
PC except I run XP Pro SP3.
I can open any link or attachment on that pc.

 Problem should be caused by Norton security software blocking the link from opening.
I suggest you to temporarily remove Norton.
Also make sure that you have the option to reinstall it back.
You can also use the Norton Removal tool to clean up the Norton.
You can download the Norton removal tool from the link

If that does not fix the issue; here are a couple of preliminary steps you can do:
i)                     Click Start, select Default Programs
ii)                   Click Set program access and computer defaults
iii)                  Click Custom, and select your mail client (for example, Windows Mail)
iv)                  Click OK
The next steps are going to seem very similar but they are slightly different:
1)       Click on the blue Vista Start button and in the Start Search box type in: Default
2)       Click on the Default Programs icon that appears at the top of the Start Menu.
3)       Click on Set your Default Programs and set Outlook (or your email client) as the default email program
 If that does not work, try the below steps:

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.

Make sure your computer has at least the minimum amount of random access memory (RAM) required to run the program that is displaying the error. Look for the program requirements online or in the packaging information.
