Corrupt configuration registry database - Unable to use Backup and Restore Utility

I am trying to use the Windows 7 Home Premium (32 bit) backup and restore utility.
It consistently fails with the message that the configuration registry database is corrupt.
Can anyone please tell me what this database is and how to un-corrupt it.

If you have a Windows DVD, repair your computer usingStartup Repair from theAdvanced
Boot Options menu. This will repair any missing or damaged system files.

To check for Windows updates

1. Open Windows Update by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Windows Update.
2. In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer.
3. If any updates are found, click Install updates. Administrator permission required If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
