Download speed counting down to 0byte/sec, Why?

I purchased a new PC few weeks ago..
now, when i purchased it.
I did not have a ISP, i was using a 3G connection as my ISP cut me off..
so now i have a ISP again, but whenever i start ANY download from ANY website.
It starts at usual speed for like 2 seconds
and then it counts down to around 10-30KBps, i have looked ALL OVER the net and the only possible thing that looks sensible is someone said to me 'reset your IE settings' which i did but is still going down to slow speeds.

I have tried Wireless, ethernet but they all seem to not make a difference..
anyone solved this problem before? i also cannot check for windows update (likely because of this) i get a error  code: 8024401F

It just seems to be browser downloads, bittorrent is fine so i know its a setting somewhere.
